I changed the best guess to railroad men and from the visually similar images I copied three pictures

Nick Tharalson, Marion, IA Date: 09/29/16 00:32 Re: Section gang at top of little flint hill east of Burden Kansa Author: Evan_Werkema The Santa Fe line crossed Grouse Creek east of Burden, KS, and topo maps show the rails climbing about 160 feet in two miles getting up out of the flood plain to where the town is. The "summit" is about where the tracks and US-160 come back together, and it looks like there might be a shallow cut there still:
