Need Location and train No.

The lead car is the ex-Santa Fe DC-192. The Blue paint on the front covers the red Santa Fe had there.

It looks to be around Pittsburgh. I think it may be just east of J&L Tunnel or in the Demmler area, but this is purely a guess.

Whatever town this is, do they have a public works department that regularly picks up trash?

Just based on the litter problem, I'm going to wager a guess it's near the eastern seaboard between Washington DC and Newark, NJ.

Its definitely the Pittsburgh to Versailles commuter train.  Not sure where or the train number.  The image is very typical of the time. Trash and all.

The photographer is on a footbridge in the Hazelwood section of Pittsburgh, The curved tracks in the foreground lead to Glenwood yard. The church in the background is St. Stephens.

Train appears to be approaching the photographer (pretty sure I see the engineer in the cab window) yet, the headlight is not illuminated.

At the time of this photo, littering, especially from vehicles, was a big problem. Communities began passing laws and followed up by strictly enforcing them. Even back then, the maximum posted littering fines were $500.00 (plus court costs) which was a big chunk of someone's paycheck. A downside of  rail photography in urban settings is the view of what's behind the fence in somebody's back yard. It ain't always pretty.

...hence the reason edsaalig is interested, as he wrote the book on Santa Fe RDC's and also has an audio-visual presentation about them.  The car pictured is actually ex-Santa Fe DC-191, the one that retained its all-coach arrangement and is now in the possession of the Pacific Railroad Society (to be transferred to Orange Empire?)  The DC-192 had a baggage section added after the bad wreck at Redondo Jct. in Los Angeles in 1956, and while it changed hands several times after Santa Fe sold it, it was still wearing very tired Santa Fe paint when it was finally scrapped:
