I was originally thinking this was the Cantara Loop apology tour but that was summer. Late 80's, early 90's Anschutz Era. Could have been 80 or 81 as I was still in the area until I transfered to Humboldt State University in Arcata CA until fall of 81.

Didn't return to Daylight colors until 1981. If you look closely, you can see the Diesel helper, a 7100 class (7141?), with a gumball flasher. This would suggest the early 1990s. Perhaps its the return leg of the 10th anniversary of the opening of the California Museum at Sacramento, in 1991. I recall snow in the area during that trip. I believe it is that 1991 time frame, per the link provided. In fact, were we scheduled to have a photo runby for the passengers on the train, but there was so much heavy wet snow on the ground, we passed on the runby.
