W&LE Before Repainting

Heres a few W&LE before there repaints 300 seen at Bellevue Ohio followed by 4000 at Willard Ohio 2652 At Wellington Ohio passing the now removed signals and buildings to the right is also gone heading west about to cross the diamond with the CSX

Does anyone know why the 300 was repainted into a blue paint scheme and not into the black and orange? Did they only repaint the yellow portion on this unit and left the Harbor Mist alone?
