Per John Tudek, noted Rio Grande railroader and Historian:

X-3199 was the former tender off of D&RGW M-78 4-8-2 #1513 built by Brooks in 1923, Serial No. 64290. The
engine is shown as being dismantled November 1953. The tender however was converted at Burnham Shops
to a Scale Test Car Transport for the X-450 at a cost of $3,776.04 under AFE 3189. It was removed from this
service 1-23-1967 and apparently reassigned to RL-5 (Rail Layer) as an idler flat.
