Construction of the "KE" (K-Line Extension) track was proposed as part of the 5 year plan in 1980 and was completed in 1984, after sources of funding were found for the various extension programs. Were the stations in downtown Oakland built with the assumption that another level would be built underneath (I'm assuming that's the third line)?
