NYC - Where Is It?

A New York Central ABA set of F's leads a freight at an unknown location most likely east of Cleveland, Ohio somewhere between 1966 and 1968. While the negative is damaged, this still is an interesting photo.

My guess would be Painesville or Ashtabula, but I don't know the NYC side that well.

There are quite a few tank cars already in that facility.
