Isn't that what they call a "transfer" caboose, one that is used for short movements between yards in a large city area?

Taken on SE 18th street, caboose in the N&W yard, also a telephone lineman working. KCRW287

Yes.  I believe the Milwukee built this one starting with a steam locomotive tender frame.

They could build about anything they put a mind to. I guess that's what you do when you don't have any money to buy anything new.
