The Madison Railroad took over operation of the former PRR line from North Vernon to Madison that was excluded from the CR system. CR #6999 was one of only two SD7’s owned by CR. They had been initially ordered by PRR for operation on the Madison Hill, the steepest standard gauge grade in the U.S. Originally PRR #8589, this unit was renumbered to PC #6999 and kept this number under CR ownership.
