CR---did they paint over the dirt?

 Something went wrong when this unit was in the shop getting it's blue paint. Maybe they didn't powerwash it first? Cheap paint? I guess we'll never know......

CR 8147 and 7836 westbound in Dolton, IL on 9-18-82

Just looks like simple corrosion of a pretty old paint job when a locomotive is exposed to a frequently wet climate.

Looks like some water based paint they got on the cheap.

Early repaints were rushed Thru the shops and the end result is what you see. I also had a friend that worked in the paint shop and the units were very quickly washed and sent to the paint booth.

Definitely an early "rushed" paint job. You can plainly see the Penn Central lettering showing through. As mentioned, sometimes little prep was done other than a quick wash job- you could actually peel large sections of blue paint off (saw that done once lol).

Another alternative might be, that unit had a souping problem, i.e. oil out of the exhaust stack/stacks, and all that black crap may just be ON the paint, and NOT peeled off paint.

They didn't use water based paint ..... its a surface preparation issue.

Probably not souping since you can read the Penn Central underneath.
