Nicollet Island, Minneapolis?  Sure looks like the NSP plant with three of four stacks showing.....
I think they used an electric locomotive or two....if it is that plant, it was originally the Twin City
Rapid Transit power plant for streetcars.

Not on the Island, but close.  Just downstream of the Stone Arch Bridge.  The 3 stacks you see are U of M Power Plant.  The TCRT (NSP) plant is straight off to your right with its four stacks.  First shot below is from the other end of the siding, second is of the sole electric locomotive, and third is detail of bracket for under-running third rail shoe and wooden shields.  My next door neighbor for 30 years was plant manager here.

AFAIK this was the only 3rd rail operation in Minnesota.

The electric railroad is, of course, gone, but the power plant built in 1906 and its landmark stacks still stand as Minneapolis landmark.  Converted from the streetcar lines 25 cycle generation, it's still producing, now a 60 cycles.
