This looks like the same photo in Cliff Downey's Tennessee Central Railway Book as credited to J. Allen Hicks. It shows the location as Monterey, Tennessee and I agree as the coaling tower was still standing in the early 70s. The train is headed eastbound.  As for date, the second RS3 appears to be in the blue & grey paint scheme. Three RS3s were painted in this scheme in 1966 so the photo was taken sometime between 1966 and the end of operation on August 31, 1968.
