Interesting.  On the triple lights I've seen, the bottom light has been red.

The 415's was supposed to be as well:

Evidently the red roundel on those Oscitrol fixtures was prone to loss or breakage.  Santa Fe's handful of Oscitrol-equipped SD40-2's came with the bottom light red, but it's not hard to find photos of them with the bottom light looking clear instead:
