I always liked the UP NW2s,  which were the switchers in Los Angeles when I first began taking photos in the late 1950s.  Quiet, spotlessly clean, and held down the East Yard jobs for years,  until replaced by the SW10s.   One thing I never noticed before was all the louvers on the 1070 when fairly new.  They seemed to have disappeared in later years as the other two  photos show.

There are different stack colors, bell colors, running boards, marker lights, roof beacons, truck colors, horn types, radiator covers and what looks to be a tool or storage box at the front end.

The "early" NW2's didn't have the louvers on the engine room doors. EMD changed the design during production and the later NW2's got the louvers.

Sports class lights, which suggests that it was also a road unit. But in 1962 the UP still used indicators, which it is lacking. I don't have a UP rule book for the era, and most of UP territory in LA was CTC, so this may explain the anomaly. Is there a story behind 1049?

I have a photos of a number of E. LA NW2s around then and they all had class lights.   Back then I didn't know what such things might mean so can't answer your question.
