.   .   .   during a visit to La Grange, IL, in summer '72, these new looking PC units were in the middle of an IHB train, even though these look new, I wonder, are they rebuilds?

They were new Joe.   Info I found on the 8032 said it was built in August 1972.

New GP38s. PC bought a lot of them for quite a few years.

Those are GP38-2's, so they had to be built in 1972. Dash-2 spotting features, water sight glass on first door under the radiators and the angled roof overhang on the rear of the cab roof.

I kind of like paint schemes that are black and white. Loved the PC logo too.

They are the last units of an order of 100 (7940-8039) which were the first GP38-2's bought by PC.
