That is the exclusive to the UP, "snow shield/deflector" mounted on top of the cooling fans "winterization hatch". The telephoto lens makes it appear much closer to the horns than it really is. All EMD E Units on the UP had those "snow shields" on top of each cooling system, i.e. two per unit.
