New York Central System Armband - For Conductor?

I recently found this very old felt arm band patch from the New York Central System. The elastic armband is still attached.

Would anyone have any idea if this was worn by the passenger train conductors?  Also, because it doesn't say New York Central RR, could this have been worn by one of the affiliated RR's instead (Michigan Central/Canadian Northern, etc)? 

It measures about 3.5 by 5.5 inches.

I don't know about NYC but never saw any west coast conductor, etc., wearing armbands.

I'm wondering if this was for newly promoted brakemen who had yet to get a proper uniform.  That seems a logical explanation.

It could be for the police, but was checking for other options.
