I'm sure with the milepost number on the signal, the exact location will not be a mystery for long.
Looks like weekend warriors from the commute pool. Dexter Day slide, January, 1982.

Looks like commute engine 3197 in Bicentennial white livery is in the 2ND position.  AKA "The White Whale."
