What Is This Tool?

Any idea what this was made for. Opinions were, remove small cap from 55 gallon oil (?) drum and to do a brake job on very old cars, maybe to remove wheel hum.

That tool is for removing the old style brass sprinkler heads from a riser - 2 bent tangs engage slots in the rim of the head.  The hex removes the spray nozzle insert to change from full circle to half-circle, for example.

That is called a bung hole wrench, for plugs in barrel tops. upkpfan
