Everybody knows that Sergeants run the army, but who runs the RR?

Well the Yardmasters do. You don't move unless authorized by the YM. Even the CEO can't move his private cars withou the YM's approval
And if he says I've got a jackpot going on presently you will have to wait your turn.
The YM is god-almighty!
Just call him up and you will find out where you stand!
I've heard the YM say more than once, "I'm not running the next train until it either fills out to so many cars or reaches a certain tonnage.
So sit back and wait your turn.
Now I've heard a bottle of Jim Beam might just get you some consideration................................

The yardmaster runs the railroad until the dispatcher tells him or her that their two-mile-long drag can't depart until the hotshot goes by... : )

At many yards there is no longer
a YM position w/those duties in the hands of the switch eng foreman who receives footboard YM rate of pay

Well......

The track people own the railroad and others to borrow it. They say how fast the trains can go and no one can contradict them. 

From a track guy's point of view, anyway

I was 2d trick BN Portland Division Chief one night. The power and crews juggle required trains to be run in a certain way that took hours of three dimensional chess to work out. The trainmaster tsactlessly informed me of what he was going to do, and he being a trainmaster could do anything he wanted whever he wanted. I told him that was fine, spin your chair 180 and look at that tall pipe next to the lead with red lights on it. Yup, you can do whatever you want, but if it involves those lights changing color, it will be what I want.

There is a reason that long ago the nickname for train dispatchers was God.

The Yardmaster runs things until he looks at the switch foreman and says…”What should I have you doing today?, I’m not sure”.

Yardmaster, switch foreman, engineer, roadmaster….one things for sure…it ain’t the upper echelon running things. Not even the middle management. It’s all front line deck plate level intervention keeping the lights on.

But unless they take it out of service for a impassable defect, even they need train dispatcher permission to work on the track.

I describe my time on MILW as the employees keeping the railroad alive despite management efforts to the contrary.

Who runs the railroad?

It revolves among the following:

Nobody

It runs itself.

The biggest idiot currently on duty.

Whoever the MTO, Corridor Manager, STO, etc.,  just got off the phone with.

That reminds me of a story I once heard. A conductor was trying to get through the Pearly Gates. But Saint Peter was giving him a hard time checking his list. Soon, a person with a green eyeshade visor and dragging a long train sheet over his shoulder walks right past both of them and into Heaven. The conductor complains to Saint Peter "who was that?". Saint Peter replies, "that was God, he thinks he's a train dispatcher".

Track people are very generous, much better terms than a bank would give you, but they still own it. And a wise trackman knows better than to piss off the dispatcher.
