Love the row of air conditioners in the 2nd floor windows. And well, the F-units. Was this a dispatchers building?

Yes this was CNWs Central Division HQ at this time(1968). In 1974 CNW knocked down the old CGW passenger depot off to the left of this photo and built a new Central Division HQ building and opened that in 1975. Then everyone moved down to Boone from there in 1986-87. Part of this depot on the very south end is still in use by the UPRR.
