Well, maybe it's just me but, that looks more like a speedometer drive cable, plus there is no ATC "shoe" in sight.

It was always fun to catch TP&W power at Argentine! Back in 1980 I found the 902's close sibling, the 901 in perfect, low winter sunshine: ( Toto Tuesday: TP&W in the Argentine daylight (trainorders.com) ).
