Milwaukee Road shortcut around St Paul?

About 1910 the Milwaukee Road completed
a line east from Cologne

says freight from the Pacific Coast to Chicago
would take the bypass and avoid delays in St Paul.
But Scribbins' book says the line east of Farmington
was abandoned in 1935. So that bypass idea
never happened?
