Another dispatcher question

This time dealing with the ATSF. A Dispatcher sheet I have covers the ATSF Middle Division, 1st and 4th Districts. According to the sheet, covers Emporia to Ellinor, Newton to Strong City and Wellington to El Dorado. Mileage north is measured from Sand Creek and south from Emporia. Looking at the sheet it is broken down as Emporia south to Newton and shows 73 miles between the 2. Then what seems to be a seperate section of perhaps 10 miles between AG Tower and El Dorado then a last section between Wellington to Mulvane. Part of the question is the sections. Mileage measured south from Emporia to Newton is 73 and looks to be more or less a straight line. Next, the section AG Tower to El Dorado is 11 miles but is this section not "in-line" with the  Emporia to Wellington stretch? Then the Wellington to Mulvane section, which looks to be 21.5 miles but once again, not seeming to be part of the Emporia-Wellington section. Are these all seperate sections physically seperated, like a few miles from each other?  I know there are 2 sections apart as one goes south, but just cant seem to figure where these section above are at? And what were District's 2 and 3 in all of this?  My ATSF ETT's are buried in my storage closet so really can't get to them which would probably answer some of this..

Other things of note on the sheet. Looks as if all trains were run as extra's, tho there is a row that shows the symbols of each. Looks to be only 4 Passenger Trains operating as well. Those being 15 & 17 WB with 16 & 18 EB. The 198 train was running this day, which I forgot to mention was July 19 1971. the 198 had ATSF 5943-5926 and 5938 for power with 17 cars. A few of these freights ran with F Units. And a few had Gators, RSD15's in consist as well.  Real interesting sheet overall.  And last question, where is/was the Dispatcher's Office located at?  Emporia or Newton or perhaps Wellington?  Thanks for helping me understand this one. First thing about the mileposts: the original line
ran from Ellinor at marker A on the map

to Florence at B to El Dorado at C, and that's
how the mileposts go. In the 1920s SFe built
the direct line from A to C that was the main
freight route in 1971, if not now. So the
mileposts aren't continuous along that line.
(There was also a line change for the dam and
reservoir east of El Dorado.)

See in the timetable, at Augusta, how there
are two mileposts for the same spot on the
Fourth District?
