That image makes me think that crew is just starting their run. And they have HOURS before arriving at the other end of the road so they can tie up. In my career I’ve been there done that a zillion times…

As information, if this guy is eastbound--which it looks like--at Bannock, crew change at Needles is maybe 20 miles ahead and it's all downgrade. Of course, there may be congestion at Needles that will impede final arrival. Just sayin'
