In August of 1978, all that was left from the once mighty F-3/7 fleet on the Santa Fe was several dozen "B" units. The CF-7 program had processed the majority (if not all) of the "A" units by this date. GP-7 2826, although in the "Yellow Bonnet", would itself succumb to yet another Cleburne, Texas project. It seems like Cleburne had to fabricate almost the whole CF7 (at least the last ones) from scratch anyway so why not build a cab too. ICG did it. Did ATSF not need that many 4 axle units to justify the extra effort?
