Why all the muscle to drag the varnish??

Another mystery photo. Know nothing about it. A couple of questions: Why such a big engine and I thought these were freight engines only? What is on the back end ??

Cab-forwards were used regularly to haul passenger trains on Dinner and Tehachapi.

This is a "Snowball Special" at Truckee in January 1938, photo by A.C. Phelps. Photo can be found on pg. 163 of John Signor's Donner Pass book.

I don't think there is anything on the back end of the train - that may be the Truckee engine shed in the background and a small plume of steam at the end of the train.
