Thanks for the link. It sounds like the survey produced the results stake holders hoped. It doesn't explain why ridership has dropped by more than half since 2005.

The induced impact also has a significant effect ranging between $22.2 to $28 million.

So $5M tax revenue return for a $2M subsidy. Only a fool would want to kill that. Where else do you get 250% return for your money ?
