Canadian Railroads > Building new homes next to Willowbrook / Mimico yard?

The Toronto Star has an article about a local decision to rezone property to eventually allow the construction of a town house development alongside an active, 24 hour rail maintenance facility. 

Plans for the town house project will replace an existing concrete plant, which has bothered other neighbors for years.  The councilor who introduced the change described the yard as a storage and maintenance facility.  Whether anyone understands that engines are maintained, wheels turned, brakes adjusted, horns tested,engines idled,  etc mostly at night isn't clear from the article.

The article notes the town's professional staff did not support the change.
