VIA Canadian at Vancouver -- Dec 80

After arriving at the VIA (CN) station in Vancouver, the Canadian is backing out to pass through the washer and will be turned on the wye.

It was possible to see four different paint schemes on the train during that time.

Why would the VIA power and cars look shabby? They would have been painted within the past two years of these photos.
