As reported in the Winnipeg Free Press newspaper, July 23,

Hopper cars of grain arrived in Churchill on the weekend, for the first time in years.

"The last grain shipment left the port in late 2015 —
aside from a shipment of grain that had been held at the port for years.
Ottawa has handed over ownership to a local consortium, with millions of dollars in support,
betting that the port can once again be a viable way of shipping grain to market.
The Arctic Gateway consortium has backing from Toronto financier Fairfax,
Indigenous groups and Saskatchewan grain giant AGT Foods."

I am thinking that this is the explanation for the giant freight train that held up my VIA 692 at Canora Saskatchewan on July 12.  That train had many grain cars as it turned north to Hudson Bay SK and The Pas MB.
Hudson Bay Railway has hired in a locomotive which I saw swiiching the Churchill elevator tracks on Thursday July 11.

Probably not, since the train to Churchill was only 24 cars long!
