CN green flag on the Fraser Sub

With a missing green flag, a W/B Canadian National freight is approaching the Beaver Forest Service Road on the Fraser Sub. SD40-5191, GP9RM-7207 & an unidentified slug are on the point. 6:19PM on 7-11-86 in Shelley, BC.

A signal improperly displayed would have to be checked. This train symbol would still be First-something. Probably weather or wear related.

Would the fact that the green class lights are on negate the problem with the missing flag?
