VIA Rail new conditions for fares and baggage

Most VIA passengers will have received a notice of these changes effective a week today. For the benefit of those who do not receive them:

As hinted by VIA back in November, there will be a seat selection charge for cheaper fares.  I am surprised that the lower Business Class fare has a $7 charge for  premium seats. These are seats - in facing single or double seats - that have a solid table. On the Ventures there are some premium seats which do not have a window.

I give it to VIA Rail Canada for being creative and trying to find the "up-charge" in their equipment being offered. I presume the Park Car is still "limited" during peak season to Sleeper Plus passengers to after 4 pm? I believe the summer consists of the Canadian are running with two Prestige cars for each consist right? There's 8 (eight) Prestige Cars in the fleet right?

I believe you are right on all you mentioned.  On my recent trip on the Canadian, yes the Park car became open to all after 4 PM, there were two Prestige cars in the consist, and yes, I believe there are 8 Prestige cars in the fleet.  In addition, my train had two diners and a total of 24 cars.

Eight Prestige sleepers (modified Chateau types) but also four Prestige class Park cars (out of 12 Parks in total).

Two Prestige sleepers are normal on each consist in peak season, leaving two spares. The Canadian that arrived in Toronto last Friday had three Prestige sleepers according to a consist posted on another rail enthusiasts site.

It has been reported that when Prestige is full (which it is for the six-month peak season with the rarest exception) all seats in the Park car dome may be marked reserved for Prestige.  If all the Prestige cabins are occupied by two people there will be 26 Prestige passengers, two more than the capacity of the dome.

VIA has already made a change to what are premium seats in Business Class. The booking site diagrams now show all single seats as premium, not just the facing pairs that have a solid table.  The surcharge does not apply until the date of the changes, i,e. the 10th of June.
