Some additions to this post from October 2019 The Safari heads south
While attending a CN Work Equipment Regional Managers meeting in Moncton I snapped CN 55696 double ended plow at Gordon Yard on August 9, 1979.

Who was the builder on those?

I believe there were a total of 4 double ended plows constructed by CN in 1939 at their Transcona shops in Winnipeg, MB.
Numbered CN 55696-CN 55699, they were designed for use on subdivisions where no wye existed to turn the plow for a reverse direction movement.
P.E.I. (Prince Edward Island) was where at least two of the odd-ball plows spend much of their working lives.
I am not aware of any similar plows on other North American roads.
I have an article here somewhere that I will locate and post to share some additional information on these CN built snow plows.
