is this an authentic livery and is this loco based there on the Severn Valley railway ?

Simple answer, no it's not authentic, green or rail blue would be and, yes, according to the preserved diesels website it is based on the SVR.

I remember the DC electric locos around Sheffield Manchester in the mid to late 1950s were this colour however

Yes they were in their early days, as were the pioneer diesels too. But by the time the Modernisation Plan classes emerged Brunswick Green had replaced black.
