Slovenia: Combustion Locomotive from 1893?

Here is a set of pictures of a mystery contraption, that could be presumed an early combustion rail locomotive from year 1893. It does look like what could be a locomotive, its engine was running, making lound and sharp noise, something I've been told akin to what M62s make today. This vehicle is  located in Bled, Slovenia.

Any idea if this really is a locomotive? Also all help on recognizing this will be highly valued!

Also, it does not look like it has the mechanism to be self-propelled. Search on "Chiemseebahn" and you will get many pictures of a similarly-sized enclosed locomotive.

Found: this is a switcher locomotive!

""A shunting 2 axle diesel locomotive, nicknamed "Šeka", displayed in front of the preserved signal box II at the Celje train station, Slovenia.The locomotive was made around 1950 by the Cinkarna Celje (zync factory in Celje) personnel for internal shunting purposes. It was made from a tender of a saturated steam locomotive, probably JDŽ class 127, previously kkStB class 56 (its axle bearings are marked with kkStB and year 1893). Initially powered by a Chevrolet engine, it was later substituted by an engine of a GMC military truck and finally by a 4 cylinder diesel engine. It was in use until the end of the 1980s. Later it was displayed at the factory's entrance and later acquired by the Railways and Rail Exhibits Fan Club Celje (its premises are located in the signal box right beside it) who takes care about it.

I'm quite surprised that this locomotive is so new, but built with "ancient drawings" (except for the door handles ;) . Further leading away are the missing pneumatic brake lines: in the late 19th century those were rare, if they existed at all. Definitely the tender was built in 1893...
