This is kind of a convoluted solution. Trucks in Europe are heavily subsidized as they are in the US. They pay about 20% of what they cost in road infrastructure. Rail freight service in Europe, as in the US, is expected to make it on its own. Instead of subsidizing rail service dierectly, the truckers will be given additional money to pay the make-it-on-its-own railroad to haul trucks.

The Swiss LSVA (Maut) road tariff does a better job of encouraging road hauliers to use rail when reasonable. It is based pn the weight of the vehicle, The Emissions Standard that it meets and the distance it will travel. For example an 18 metric tonne truck meeting Euro 6 emissions standard (the toughest) and traveling 100 kilometers would have to pay a tariff of 41.05 CHF or about $45.16 USD.  Trucks are also banned from operating from 10pm until 5am, all day on Sundays and certain Public Holidays. This does not include trucks using the "Rolling Highway" service. These restrictions apply to conventional trucks over 3.5 tonnes and trucks with trailers over 5 tonnes.
