Access hole/hatch so bridge engineers can inspect the inside of the section.

It is a bridge section sitting on its side because of width
restrictions.
Like BMH said it is an access hatch as that would be the bottom of the bridge.

I believe they are being made in Wisconsin
A few weeks ago UP brought some down to Chicago and
than gave them to CSX for New Jersey

Those bridge girders are known as tub girders.
