FRA Car Questions

Photographed FRA car #217 on NS's Buffalo Line yesterday. Two questions:
1. What does the car do?
2. Why doesn't it run under its own power?

Tests the track for defects. Under its own power it needs FRA engineer and can only run 30mph. Like pictured it can be run at 50mph with a NS crew running the train. NS is reimbursed the cost of the crew and locos to run the car with.
