NS runs a local up to Cambpell Hall from Suffern and back. Also, the NYSW runs all the way to Binghamton on the Southern Tier.

The NYS&W also runs east of Port Jervis, as far as just east of Campbell Hall

Don't even bet on that one, NYS&W/M&NJ would never allow it due to a lack of crews (track condition another major factor) and the NYS&W suffered severe washouts that could take weeks to restore on the Southern Division main west of Butler, NJ. NJT crews that are based out of Port Jervis were informed their assignments are being abolished temporarily and were urged to excercise their seniority elsewhere in the system.

Is any equipment left stranded in Port Jervis? Would it be reasonable to assume it would eventually get moved out of there once either the way to Butler/Hawthorne or Binghamton is opened?

Not to be overaly skeptical but..."to determine the full extent of necessary repairs and determine REQUIRED ENVIRONMENTAL PERMITTING" (emphasis added). Glad to see the public interest is being protected rather than just getting it quickly repaired to a pre-storm condition. I guess it is better to keep cars on the roadways than to potentially impact a waterway or wetland.

I didn't see that first time around. That suggests the delay is going to be a very big deal.

I believe the Governor of NY stated he would look at suspending the need for certain permits to getthings up and running again. He may have meant that as specific to further upstate, but it should be applied to any location that has an emergent need for repairs.
