Caboose heritage needed

This westerner does not know eastern caboose very well. Any idea the heritage so I can label it? Thanks. I think it's Sarverville,PA. Or Buffalo Township. I don't get the township thing, not on the map but posted on the road. Any comments on that?

Townships are an extra (unnecessary) layer of government in some eastern states. Smaller than a county, larger than a city. Example: I was born in the Village of Amityville, Town of Babylon, Suffolk County, New York.

In Ohio, townships generally do not include municipalities. They act like a municipality in that they provide government services but include rural, or unincorporated areas and do not cover areas that already have a city government.
