Track speeders

Can someone point me in the general direction of information on (legally) obtaining and operating a speeder? I believe there is a group called NARCOA (or something close) for speeder enthusiasts...

I tried a couple of web searches on 'speeder' and 'motor car', and wound up with a couple dozen pages on hot-rod stuff instead...
