A switcher in Carlisle, PA - Help?

While exploring Chambersburg (PA) yesterday, I returned through Carlisle to see if I could find the NS Local H59 working the western end of town.
It wasn't there but I did find this switcher that has been working the overflow of cars that NS brings in to a local warehouse.
Markings appear to be "JRS 91". Can anyone help with it's history?

Looks like a 35T GE from Johnson Rail Services. ex-Carolina Power & Light.

I'm willing to bet this is the type locomotive Athearn based their "Hustler" on (I think it was called that, and I think I still have it after 20 something years).
