Flats Industrial Question (Cleveland OH)

Saw a trackmobile working right by the Flats Industrial RR this afternoon (quick side trip from the hotel to the aiport).

Would this have been a Flats Industrial job (do they use this for local switching)?

Or was this the property of what I think was an elevator?

The company itself works that not the RR.
