Montpelier, OH Grain Elevator Switcher

En route to Cedar Point Amusement Park last Sunday, we ducked off the Ohio Turnpike at Montpelier in search of lunch. After lunch, I noticed an interesting grain elevator south of US 20A and found this switcher laid up for the weekend.
Is this a shortline or an elevator-owned switcher?

This unit was a former Indiana Hi-Rail unit that is now owned by the Edon (OH) elevator which also owns this elevator in Montpelier. Hope this explains things. As far as its total history, someone else will have to fill it in.

Looks to be an SW9 or SW1200

Originally TRRA 1223 (still see the numberboards) then IHRC 223, then to Wabash Erie 223 then to the elevator.

They used to have an ex N&W SW, when did they make the change?
