"The way you get ahead in railroad management"; You make a proposal showing that closing a particular facility will save the company x-millions per year. Get promoted and then make a proposal showing how reopening the same facility will save the company x-millions of dollars per year. Rinse and repeat.....

Kind of like when the closed Stanley Yard in Toledo. But I think that was reopened because trains were lined up south as far away as Wapakoneta. Overall I think reopening the yard saved money.
