They're put out in advance (2 miles theoretically) of upcoming temporary speed restrictions or work authorities.

Conrail, in its day, used signs with the actual speed limit shown on them, followed by an "S" sign where the speed limit began; and an "A" board as a distant warning of a stop sign. Edited 2 time(s). Author: calsubd Usually the train needs to slow or stop and get permission to proceed from the road foreman who makes sure all personnel and equipment are clear of track before the train proceeds, very interesting to listen to

A "road foreman" is usually in charge of locomotive engineers.
