What Do These Signs Mean (CSX, Utica, NY)?

Kind of an odd-looking sign, what's it indicate?

Those are called Warning Boards. They're put out in advance (2 miles theoretically) of upcoming temporary speed restrictions or work authorities.

Yup, they're advance warning of speed restrictions or stop signs ahead. Other railroads use yellow flags or yellow-red flags for the same purpose.

Conrail, in its day, used signs with the actual speed limit shown on them, followed by an "S" sign where the speed limit began; and an "A" board as a distant warning of a stop sign.

Usually the train needs to slow or stop and get permission to proceed from the road foreman who makes sure all personnel and equipment are clear of track before the train proceeds, very interesting to listen to

That applies to Stop signs, but not to temporary speed restrictions.

Permission by the Stop Sign is given by the "track foreman" in charge of the track work, not a "road foreman". A "road foreman" is usually in charge of locomotive engineers.

Didn't CR also post a green "R" board at the end of the restriction, which I thought meant "resume" speed?
