Eastern Railroad Discussion > Congress gets another oil train safety bill proposalDate: 04/14/15 17:50 Congress gets another oil train safety bill proposal Author: Lackawanna484 NJ.com reports that US Congressman Don Payne (D-NJ) has proposed new rules which would require the DOT-111 tank cars to be retro-fitted with end shields, new valves, thermal blankets, and other safety devices. Or be taken out of oil / haz-mat service. Mr Payne's bill was created with the assistance of Phillips 66 (the terminal for the NS 66Z oil trains), and CSX, among others. Mr Payne's bill also requires that oil trains be attended while in transit or holding. I found that part interesting since oil trains will sometimes sit unattended for a day or two waiting for space to open at the refinery. CSX and NS have both created secure holding locations for this purpose.
