Is there a spot in Chesterton, IN where you can catch NS & CSX trains in the same spot or where they would meet.

Sort of.  Just west of Chesterton in adjacent Porter, a CSX line to Detroit branches off the NS mainline, but that CSX line sees very sparse traffic.

The CSX line you're probably referring to is the busy ex-B&O.  That route and the NS mainline do come together a bit west of Chesterton in Gary, IN and can be (safely) viewed via Clark Road which crosses both lines.

The only CSX line that comes thru Chesterton is the ex-Pere Marquette route from Grand Rapids.  It feeds into the NS Chicago Line at Porter Jct, but most of the area around there is RR property.  For more on Porter Jct, go here:  http://dhke.com/CRJ/porter.html

The CSX ex-B&O main runs about five miles south of Chesterton.
