Questions on Metropolis bridge

I assume the guy is right that Barriger pic 12352392155
shows the Metropolis bridge, with single track. The
Rwy Age article in 1915 says it would be double track.
Was it actually built with room for two tracks?

Why was it built? Why was it built to Cooper E-90?
What trains ran over it before the Edgewood Cutoff?

At Metropolis, Illinois, crossing the Ohio River to Kentucky.

No room for two tracks here...

Prior to the Edgewood Cutoff, all trains to/from Paducah ran over on the Cairo District and reached Paducah by way of a branch line, that tied into the main at Wickliffe, KY.
